NORSOK are the Norwegian standards for petroleum activities, developed by the industry itself to ensure adequate safety and value creation — and to stop every operator writing its own rulebook.

Why NORSOK exists

Before NORSOK, operators on the Norwegian shelf largely ran their own differing specifications. That made the supply chain expensive: the same component had to be documented differently depending on the customer.

NORSOK was developed to replace company-specific requirements with common industry standards, and builds on international standards wherever possible rather than uniquely Norwegian solutions.

What it means in practice for a logistics supplier

  • Documentation must be traceable and auditable, not merely present.
  • Competence requirements for personnel must be demonstrable, not assumed.
  • Deviations must be logged and closed in a system, not handled informally.
  • The supplier must withstand audit by the operator, not only by its own certification body.

NORSOK is not the same as ISO

ISO 9001, 14001 and 45001 are generic management-system standards — they establish that you have a system for quality, environment and occupational health, not what that system must contain technically.

NORSOK is industry-specific and addresses the substance of petroleum operations. In practice an operator will often expect both: an ISO-certified management system, and compliance with relevant NORSOK standards in execution.

Pre-qualification

Most suppliers first meet NORSOK in a pre-qualification process. This typically asks for the management system, HSE statistics, competence matrices, deviation handling and documented experience.

It is one reason suppliers should never claim certifications they do not hold: pre-qualification verifies the claims against actual certificates.

Is NORSOK a legal requirement?

Does NORSOK replace ISO certification?

No. They cover different needs — ISO is the management system, NORSOK the industry-specific content. Operators commonly ask for both.
